Chile: Top-Heavy Parity and Technocratic Elites

The Palgrave Handbook of Careers in the Executive Triangle

Forthcoming · 2027Book chapter

Abstract

This chapter offers an actor-centred map of Chile’s executive triangle (ET) that comprises executive politicians, advisers, and top bureaucrats. We rely on a July 2024 snapshot of 272 posts. First, we address the structure and composition of the executive triangle, considering the Chilean institutional architecture, before examining levels of data transparency. Subsequently, we analyse demographic features, education, careers and political experience. The ET shows a balanced apex of politicians and advisers above a larger administrative cohort of ministerial division heads. We detect a top-heavy parity in which women reach equal representation or better in the most visible posts yet remain underrepresented in operational roles. Credentials are exceptional and internationally oriented, and career trajectories tend to be role-specific. Finally, politicisation is highest among politicians, moderate for advisers, and limited for bureaucrats.

Field specialisation tends to be related to role demands (the figure's percentages may sum to more than 100% as individuals can hold multiple degrees). Executive politicians are most often trained in law (25%; *n* = 16), followed by political science, international relations or public policy (19%; *n* = 12), and sociology and cultural studies (*n* = 9; 14%). Advisers show similar patterns: law (31%; *n* = 20), sociology or cultural studies (23%; *n* = 15), and political science, international relations or public policy (18%; *n* = 12). Top bureaucrats concentrate in policy-relevant disciplines and administration: law (24%; *n* = 34), public administration (20%; *n* = 29), and political science, international relations or public policy (19%; *n* = 27), which is consistent with division heads’ responsibility for programme oversight and administrative coordination.
