Executive Triangle in the Chilean Case: Integrating FOIA Data and Generative AI for Comparative Government Research

About the project

**Principal Investigator:** Bastián González-Bustamante **Research Team:** Diego Aguilar and Nando Verelst This project will deliver the second annual map for Chile’s executive triangle (i.e., cabinet members, senior civil servants and ministerial advisers) for 2025. Building on the 2024 snapshot created under COST (European Cooperation in Science and Technology) Action CA22150, we will lodge a new wave of Freedom of Information (FOIA) requests and integrate the resulting documents into a Retrieval-Augmented Generation (RAG) pipeline. This pipeline will take advantage of Large Language Models (LLMs) with a vector database of FOIA releases, significantly reducing manual coding effort and ensuring transparent, source-cited answers to research queries. The 2025 dataset will extend COST coverage to middle-ranking civil servants and all advisory staff, enabling new avenues for research on politicisation and career-trajectories analysis. Key outputs include an updated COST report, two peer-reviewed articles, a public dataset and an open-source RAG toolkit. As a COST Action member, the Principal Investigator’s leadership shall also strengthen the Universidad Diego Portales’ profile in a recognised European network.
